There will be a new regional Dstar EmComm net starting up in this area beginning Tuesday, September 9, 2008.<br><br>
Initially there will be eight Dstar repeaters linked including W3OI Allentown, PA, W3EOC in Pocopson PA,
K3PDR in NE Philadelphia, PA, NJ2DG in Martinsville NJ, K2DIG in New York City, KC2TPM in Brigintine Island NJ, KC2TGB in Atlantic City NJ, And NJ2DS in Cape May NJ.<br><br>
As more Dstar repeaters come on line, we hope that this can eventually include all the sections in the Atlantic division. If you have Dstar equipment, and within range of one of the eight repeaters listed above, please join in the net the second and fourth Tuesdays of each month at 7:30 PM local time.

Pietro M. deVolpi, 62, of New Cumberland passed away peacefully Thursday, June 19, 2008 at Penn State Hershey Medical Center. He was an Information Systems Specialist and a Navy Veteran. He was a member of St. Theresa Parish, New Cumberland. A HAM Radio Operator (K3PD) and
Instructor, he was a member of Harrisburg Radio Amateurs Club and assisted the American Red Cross with Emergency Communications. He volunteered for Heidi Search Center to find missing children and bred Lhasa Apso dogs that
were shown around the country. As a younger man, he enjoyed racing motorcycles. He was born September 21, 1945 in Philadelphia to the late Harold and Evelyn (Delsignore) deVolpi. He also was preceded in death by two children, Anna and Michael deVolpi, and his sister Jeanette Hawkes.<br>
He is survived by his loving wife of 27 years, Ellen P. deVolpi; son, Pietro M. deVolpi, Jr. of New Cumberland, PA; two daughters, April M. deVolpi of New Cumberland and Chrystal Keith of Bothell, WA; sister, Betty Ingram of
Tuscumbia, AL; brother, Paul deVolpi of Jackson, MI; and three grandchildren, Tyler and Jakob Keith and Sasha Daisley.<br>

The Holmesburg Amateur Radio Club of Philadelphia is pleased to announce the Delaware Valley FM Sprint to be held on Saturday, March 1st, 2008. <br>

Provide a local, fun, fast contest with equipment most hams already have.<br>

The contest gives individuals as well as clubs to participate in the event. Bonus points are being allowed for contacting club stations/callsigns. "We realize that everyone will not be able to contact WM3PEN so we're giving clubs a chance to put their club callsign on the air." This could be from a club station or an individual's home. There is no advanced registration for Club callsigns with the sponsoring group. This will allow many clubs to make a last minute decision to make their voice heard in the area.<br>

Chester County resident Joseph L. Arcure, Jr, W3HNK, has been awarded the first ever Yasme Excellence Awards. This award is given for service and dedication to Amateur Radio as recognized by the Yasme foundation's Directors. The Yasme Foundation is a not-for-profit corporation organized to conduct scientific and educational projects related to Amateur Radio, including DXing and the introduction and promotion of Amateur Radio in underdeveloped countries. Arcure was recognized for his efforts on behalf of DXers everywhere, promoting international goodwill by facilitating cultural exchanges between operators that may never meet in person, yet share a common bond of DX operation. <br>

Two southeastern PA hams have been appointed to the 2008 ARRL Public Relations Committee. Dan Mc Monigle, N3IXQ, of Newtown Square and Bob Josuweit, WA3PZO, of Philadelphia. The Public Relations Committee provides guidance to the ARRL PR staff in presenting the story of Amateur Radio to the public at large, the press, and to the amateur community at the national level. It also supports and encourages the development of the local Public Information Coordinators and Public Information Officers in the field by providing PR education, guidance and public relations tools to assist them in their efforts. <br>

McMonigle won the 2007 Phillip J. McGan, WA2MBG, Silver Antenna Award, for his efforts in promoting ham radio on cable television. He brings over 30 years of experience to the committee as the "Cable Guy." He is also the ARRL Emergency Coordinator for Delaware County.<br>

Josuweit, also a McGan award winner, has served on the Public Relations Committee for six years. Besides serving as the public service and emergency communications editor for CQ magazine, he has also written for various communications, technical, and historical publications. He is currently an Assistant Section Manager in EPA. <br>

I am most happy and proud to announce that Joe Ames, W3JY has been appointed as an Assistant Section Manager in the Eastern Pennsylvania Section. Joe who lives in the Malvern, PA area has volunteered his services as a cooorinator for the "Presidents Volunteer Service Award". Joe's busy schedule has forced him to curtail his activities in both the Delaware County ARES/RACES organization and the Chester County ARES/RACES organization.<br>
Joe had previously set up the DelCo. group to be a "certifying organization" for the Presidents Volunteer Service Award says;<br>

Recently Andy Shecktor, N3OMA, Berwick, PA was appointed to the District Emergency Coordinator (DEC) position in EPA District 4. Andy has extended experience in the MARS program and is an invaluable addition to the EPA Staff. Just days after his appointment as DEC Andy found his first duty was to assist a brand new Ham who was interested in an EC position. <br>
<br>
With Andy's able assistance and the good experience of the new Ham that new Ham is now EC for Montour County. Dave Torrey, KB3PWE, an employee in the Geisinger Mediacl organization and rather knowledgeable with computers is a great addition to the EmComm family in District 4. I am sure it will take very little time for Dave to become well known to all the Hams in the Montour County area.<br>

(November 23, 2007) <b>Columbia-Montour Amateur Radio Club (CMARC) Helps with Run.</b><br>
<br>
CMARC ran the communications for the 98th running of the
Berwick Run for the Diamonds race on Thanksgiving Day.<br>
<br>
Our primary job is to be there for any emergency traffic
that may arise for the runners. We also do logistical
information collection for the Race Committee.<br>
<br>
This year there was 1,190 runners who competed and not one
injury. I'm sure there were quite a few blisters but we
don't hear about those. The weather was warm and the
roads dry so the runners were really flying around the
course. The Race Committee kept statistics and one that
I heard was that the runners were doing about 5 minutes
between miles posts and that was running uphill.<br>
<br>
I want to thank Bill, K3WJH and Paul, W3EGL for bringing
their travel trailer over so that we had a comfortable
place to have Net Control.<br>
<br>

(November 21, 2007)<b>Details of the CCAR Callout on 11/20/2007</b><br>

To all,<br>
At 0652 this morning I received a pager call from the CCDES 911 Supervisor. There was phone outage in the Parkesburg area of undetermined cause, unknown extent and indefinite duration. He requested an operator at 4 fire stations, plus 2 for major intersections and 2 for 026 Net Control. A short time later he modified the request just 4 fire stations and 026.<br>
<br>
Because several members have asked, here is the process I used in the callup. I go to the list of members who have registered as being available at the time of day of the requested deployment--in this case during working hours. I also focus initially on those members who live closest to the target locations. If after those initial calls more operators are needed, I will initiate a Reverse 911 phone callup of the total membership. We came close to that today but it was not needed.<br>
<br>
Thirty minutes after I received the pager call K3FYV and WA3BXE had ResNet operational in 026. Additionally, KB3IGL, W3AHR, N3MXB and N3ESS were enroute to their assigned locations. All had arrived and were operational by 0818. Specifically at Parkesburg, Pomeroy, Atglen, and Sadsburyville firehouses.<br>
<br>
The rest of the morning was spent checking in with the officials at the fire houses, introducing ourselves and reviewing with them what we were doing there and how we are capable of assisting them if needed. Between periodic announcements using the TacNet activation scenario and
roll calls, we did a practice run of made-up emergency messages using the 911 Emergency Forms that we are to use in these situations.<br>
<br>
TacNet terminated operations for the field stations at 1220 and ResNet began immediately on the same frequency. All field operators were tracked to their homes or final destinations. ResNet secured at 1303. We did not find out
what the cause of the outage was.<br>
<br>
Operational Summary:<br>
<br>
From my perspective, I am very pleased with our performance today. Here's why:<br>
<br>
--CCAR responded immediately.<br>
--We were on location and operational at all designated locations within 90 minutes of 1st notice from the CCDES 911 Supervisor.<br>
--Our APRS trackers of the field operators worked well and were projected on the wall display for easy Net Control use.<br>
--At various times during the morning all of the primary County Emergency Executives stopped in 026 to see how things were going, to thank us for responding quickly and reliably and to look at the projected wall map with our trackers and weather stations showing real time conditions. Specifically Ed Atkins, John Haynes and Karl Mehn stopped in 026.<br>
--All transmissions were kept short, to the point and informative.<br>
--The practice message drill was carried out well with all messages transmitted clearly and using proper phonetics when needed.<br>
--All stations used strict protocol in requesting permission from Net Control to "go direct" to another station when necessary.<br>
--All stations notified Net Control when it was necessary to go "off air" and when rechecking upon returning.<br>
--We had a couple operators who were not deployed but who notified Net Control that they would standby and be available later in the day if needed--and I'm sure we could have had more operators available is necessary.<br>
<br>
In closing I offer my sincere thanks to all CCAR members who were part of today's event(11/20/2007), to all who were standing by ready to deploy and to those who
were ready in case we needed you but were not called today. You make up a great team. I am proud to be part of your group and our County is very appreciative of your efforts, preparedness and dedication. We did well today! Tnx. <br>

CCAR was called out at 6:52 this morning to go to 4 firehouses in the Parkesburg area because of a phone outage there.(Nov. 20, 2007)<br>

KB3IGL, N3ESS, W3AHR and N3MXB responded very quickly to the firehouses while K3FYV and WA3BXE ran Net Control in 026. <br>
<br>
ResNet was up in 026 within 30 minutes of 1st notice and all operators were on station and operational within 90 minutes of 1st notice.<br>
<br>
Channel 6 TV Philadelphia interviewed KB3IGL in Parkesburg. So, if you're near a TV tonight (11/20/07) you might watch for Ray on the big screen. Channel 6 has news at 5 and at 6. We don't know when, or if, Ray will get his chance at fame tonight. But he may have found his niche for after retirement.<br>

(Oct 31, 2007)<b>EPA District 2 S.E.T. Report.</b><br>
<br>
On October 27, 2007 the Eastern Pennsylvania District 2 ARES group, held their first ever district wide SET, involving the six counties of Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill.<br>
<br>
The general scenario involved a simulated hurricane with Category 2 winds about to hit the area, and, since October is often official hurricane time, all six county EMA directors and 911 Center managers were contacted ahead of time, in case someone listening on a scanner got concerned and called 911 during the exercise.<br>
<br>
The district net was initially activated at 0900 hours on a high profile VHF repeater where all six of the individual county EC's checked in and received the initial call up for the event. Each of the six EC's then moved to their "home" county repeater and took checkins for local deployment, and also assigned a liaison station back to the initial VHF repeater and also a second operator to an HF district tactical net on 75 meters. Additionally, three of the counties deployed portable Winlink stations.<br>
<br>
Each county developed their own "incidents" independent of each other, which ranged from river flooding involving water rescues in one county, to major wind damage to assets in another, while a third included the loss of power and phones at the EOC/911 center, and yet another county was faced with a bus and fuel truck collision involving hazmat operations as the hurricane was about to hit.<br>
<br>
It was an interesting exercise and all counties made extensive use of the district net on 75 meters to advise the other counties as to current conditions and also request and receive mutual aid. Most of the messages passed were standard tactical voice messages, although there were also quite a few utilizing the formal ARRL radiogram format, which was a first for many of the newer operators, but they picked up on it rather quickly.<br>
<br>
Activity was non stop, with one participant saying that he has never seen this much activity in a SET around here before in the twenty years he has been licensed, while another who served as an NCS in his county said he never expected to handle as much traffic as he did. <br>
<br>
But, perhaps the most interesting comment was from one operator that said he was starting to cook his breakfast when the initial activation was announced, and based upon past "drills" he knew things were usually slow, and he would get back to it, but at the end of the three hour exercise his breakfast was still on the stove waiting to be cooked.<br>
<br>
It was a great exercise and we all learned a lot -- some positive and some negative - and we will be having a follow up meeting of EC's shortly to critique the event and improve our performance going forward.<br>

LANCE ARMSTRONG LIVESTRONG FOUNDATION EVENT.
August marks the return of this massive public service event in central Montgomery and eastern Berks Counties. What is essentially a 100 mile (along with less challenging distances) bicycle race involving more than 1500 riders over some of the most scenic landscape in eastern PA, also involves some very challenging terrain RF-wise. Several repeaters on both VHF & UHF and Simplex frequencies were used to cover the entire course. This year marked the implementation of APRS over the entire course in all 15 SAG wagons and some Marshalling vehicles. Several portable digipeaters were established in remote areas to aid in maintaining coverage. A 24" screen was used to monitor the location of all vehicles at the Command Ctr. Naturally, the logistics of an event of this magnitude is significant and it could not have been achieved without the cooperation of nearly 50 hams from all 6 counties of SEPA (Berks, Bucks, Chester, Delaware, Montgomery & Phila) representing 9 clubs and ARES groups. There were even more hams that could not participate but donated equipment such as Tiny Trakers. The Incident Command and NCS operated from the Montgomery County Community College, in Blue Bell and the Montgomery County RACES radio room in Eagleville respectively. This day long event was run with a minimum of problems and impressed a PA State Trooper to remark, "I never knew
what you guys did. You were as professional as anyone today. You guys really handled the load. What we did was the easy part."

Two dual-band (2M/70cm) systems were professionally installed terminating adjacent to the Doctors' Lounge next to the new ER. This allows full voice and WinLink 2000 access to all county and mutual-aid Repeaters and Nodes. Plus quick and easy access and set-up by HRT personnel when responding to a deployment.
Pottstown is one more hospital in Montgomery County that has recognized the value of including amateur radio in their safety & emergency management plan.

One of 2 walls of radio consoles in the new Montgomery County (EPA) ARES-RACES Command Center recently dedicated. The facility features much larger space adjacent to the county EOC. In addition to all computers being fully networked, the radio compliment includes several V/UHF/HF Icom & Kenwood analog and digital including D*Star-ready radios. Kantronics KPC3+ and 9612+ TNCs handle WinLink and APRS functions with Astron RS-20A's providing the power. Another wall of consoles contain operating positions for ATV and APRS which are connected to overhead projectors. Plus, there will be a planned WinLink RMS Hubbing Center (formerly known as PMBO).
